s13 SOHC body harness is partially recieving signal PLZ HELP!

I have a 89 s13 and finished dropping in my blacktop. the problem i have is the two clips that you are suppose to switch out by soldering next to the battery, the bigger one that is grey, all the pins do not send a signal when the key is on the ON position. so basically it is not getting signal.

where could i check to fix this problem? THANKS!
