s13 Smog, High HC levels, help?

I searched and searched, found alot of conflicting information.

info: 93 hatch, kade, 130k, hi-flow fuel pump, Adjustable fpr, new cap, new rotor, new wires, new plugs(possibly fouled), changed coolant, and always put in 91 octane.

I went to get a pretest at the test only center, they said HC levels were too high.

What can i do to lower the HC levels?

I read that you can put rubbing alcohol into the tankand it will reduce it, but raise NOx.

Could it be low spark? bad o2? bad cat? fuel pressure too high or low? need to change my oil? any suggestions can help as im due for smog ASAP.

#1 you should change your O2 sensor every 30k..#2. cali just changed there emissions standards again..for the worst..couse they hate cars..lol..#3. change plugs..cap rotor ect..you need to do a basic tune up before every emissions test..allso..run it on the freeway before you take it to the station..get the cat nice and hot..that should help alot..good luck

Basic tune up was done, as stated in "info"

anyways, they said it was running a bit rich, so i got a adjustable fpr and turned down the fuel pressure from the hi-flow pump, it reduced the emissions but its HC levels are a bit high.

I have to drive on the freeway, 15 - 20 miles to get to the smog shop, so i think the cat is warm enough.

the o2 sensor though, im skeptical of local autostore parts, but they have it for $17. Bosch #11027

there 15 bucks here..thats the correct part....O2 would make it run rich if its on its last legg.
