s13 rear tail lights/running lights

i searched, but haven't found anything quite like the problem i'm having.to put it plainly, my running lights are too brighttherefor there's only a slight difference between the running lights and brake lights.i've been pulled over for this once, the cop said my brake lights are always on.

i've called some shops, but the only information they've given me is "electrical problem" (..gee thanks)

i checked my grounds, they all seem fine.has anyone had this problem before?

i've seen threads about this. Just try simply searching for rear lights or tail lights and you should find something, idk what they did to fix it but you should find some answers. Maybe your running lights are using to strong of bulbs? idk try searching a little more i know i've seen them

try changing the bulbs, both hi and low bulbs run on the same 12v, so if both brakes and driving lights work it could just be cheap or incorrectly installed bulbs.
