s13 ps belt change help

in an effort to stop a squeling belt I got a new one, I was able to get the old one off and new one slipped on easily but am having problem getting tension on it.

With the locking tension bolt tightened I start screwing in the long bolt but I get it completely tight and the belt is still loose...what am I doing wrong?
