S13 projector headlights not turning on

I have done the front end conversion on my car and installed the S13 silvia headlighs and they are nt working neither highs or lows.....what could be the problem?

I hooked the factor plug up to the silvia plug but I get nothing........I dindnt do any kind of wiring or converting.

I do have 12v at the plug
