S13, Post J30 5 lug swap, Wheel bearing too tight?

S13, J30 hubs with the S13 wheel bearings pressed in, new snap ring groove machined. I slid the hub/bearing on the spindle, put the S13 lock washer on there, then tightened the spindle nut up to 80ft/lbs. The hub was very tight, aka lots 'o friction and it doesn't spin very freely. Is this normal? Or is there a shim in the rear I'm not putting in or something? From all the how-to's I've read, the J30 assembly just slides on and you *should* be good to go. Ideas?

For what its worth, if I snugly hand tighten the spindle nut, there's no forward/back hub movement and it spins freely.
