S13 KA24DE Timing Questions

I did search for this but I didn't feel it was the same as the results and I was having some trouble trying to relate the information to my problem. I had a mechanic work on my car (replaced the head) and I think he screwed up the timing badly. When I finished the job he didn't finish #1 piston was at bdc. Today I ripped the valve cover off and turned the engine till the piston came to tdc threw it back on and tried starting the car. Then smoke started pouring out of the airfilter leading me to believe that I accidentally set it to exhaust valves open instead of intake. My questions are, Where is the mark located on the engine that you set with the notches on the crank pulley? and...Which notch on the crank pulley should be alligned with that mark?

...anybody? I'm doing the work tomorrow and I need to know. I still don't know which notch to set at what point. I Believe I have to set it on the 4th notch which would be 20 and have that notch at the needle coming from the front cover on the right side...Is that correct?

you use the keys on the gears not the punchmarks. both have to be set at 12. straight up.

its supposed to be 15 degrees
