s13 ignition electrical problem (something simple...)

hey i was wondering if anyone has encountered this problem on their s13. bought the car with a spun rod bearing and swapped over the entire interior from that nasty brown to black. well, after swapping everything over while the motor is still out, i go to turn the ignition on and everything goes on as should. i turn the key, push the release button and everything stays the same. cept it will shut the blower motor and stuff like that off, its just the door chime, and the lights on the cluster (windshield fluid, seatbelt, and some other light i cant remember).

BUT the weird thing is with the key out of the ignition and the lights still on the cluster, i turn my headlights on and bam off everything goes....

what gives??
