S13 Horn wont work

I had taken off the original wheel on my S13, to install an aftermarket wheel. Problem is I have to pass inspection and need a horn. I tried installing the original wheel back but the horn won't work. This car also has cruise control, so there is 3 goldish buttons on the steering rack that make contact.

I understand the Green/White wire is for the horn. How do I get the horn working? From what I've read the wire is the ground. What could the problem be causing it not to work? I ran 12 volts to test each horn, directly, and each goes off.

if all you need it for is an inspection wire up a simple button for the horn. i dont think you need it on the steering wheel to pass lol.
