Well, you can always supply power directly to the wire that is responsible for it going down. I had that problem with my pivot headlight controller when my controller was not connected properly since it spliced the "down signal" wire.
Behind the driver's side kick panel there is a black box behind the white TCU box. The black box is the headlight timer. You can take that out and check for burnt circuit board (probably not). I believe the wire that is responsible for making it go down is the pink/black wire. just use a multimeter and see if it gets 12 volts when you hit the "off headlight" button. If it is, then maybe a bad relay.
Another thing you can try is to manually turn headlights down w/ the turn thing-a-jiggy knob right next to it and see if they go up - if they don't, then bad headlight motor?
