S13 fuel pump won't turn on when key is in "On" position / Car won't start!

I got a friend with a '93 S13 SE...his problem is that when he turns the key to the "on" position, his fuel pump doesn't turn on, now if he turns the key(as if to start the car) without pressing the clutch in, the fuel pump turns on (fuel pump can be heard turning on at this point) but obviously won't start because he doesn't have the clutch pushed in to enable the motor to start. he's pinned it down to being an electrical issue. he's changed relays, checked fuses, swapped out his ignition switch and nothing. What can be wrong here? thanks in advance!

Not much help here,

But there is a ground that connects from the back of the head to the body(firewall)- if it's loose or worn down, it will cause crazy problems with the fuel pump turning on.

Check it out, hopefully that's the problem.

I had to replace my fuel pump yesterday. car wasnt starting but it was blowing the pump fuse, so i put a new pump in and vrooooooom!
