s13 electrical problem

ive got a 1992 240sx hatch.. was out of timing but was put back in and runs good but doesnt idle good..pretty rough actually..thats problem 1...problem 2 is that wen u turn the car on nothing electrical turns on at all......until u rev the car up to like 1500rpm..then everything turns on real quick including the windshield wipers.they go off once..its weird..anyone no why
