S13 Digital Speedometer with HUD Reads 0

-Digital cluster with HUD

I have searched through many forums, but cannot find my issue.
My speedometer does not work.
The digital screen in the cluster and the one for the HUD both light up and read 0. Any issues that I've read about that others have with the HUD cluster are concerning the screen not lighting up at all.
I have replaced the VSS with a new one.
Everything else in the cluster works, besides the odometer of course.

Any help is much appreciated.

Check for continuity between the cluster and the VSS.

Go through the diagnostic procedure in the FSM.
