S13 ca18 fuel flooding, and possibly fuel pump issue

Heyi recently got my silvia s13 registered, took it for a drive and it suddenly cut out after 20mins of driving. found out the fuel pump was stuffed, but one thing i cant figure out is after cutting the engine, i cant start it. it turns over perfect but no attempt to start. after i disconnect fuel pump fuse it finally starts up. what could this problem be?much help apreciated!
