S13 auto tps reading backwards?

My vehicle currently runs like garbage and sometimes stalls at around 0-40mph. I figured it was my tps so I replaced it from one at O'Reilly's. The problem persisted even after I set the tuning and put the new sensor on. The part # is EC3072. Not knowing what else to do I took it in to a mechanic who is saying that the new tps I got is reading Backwards. Has anyone else had this problem with this sensor? Or is the mechanic reading it wrong?

I've heard rumor that the fsm has the terminals backwards that you are supposed to read but so far have no solid evidence of that. My terminal 1 is red (power), terminal 2 is white (signal), and terminal 3 is black (ground). From what I have heard terminal 2 and 3 are supposed to be read w/ an ohm meter instead of terminal 1 and 2. Is there any truth to this? Which terminals should I be checking and at what voltages?

Links or something would be useful if anyone has it. Mainly just need to know what wires I need to be checking and the voltage
