s13 240sx Headlight problem Help!

not sure what's going on, i searched.
checked fuses, engine bay, kick panel , change the white box, nada

its weird last week my lights were working , last i remember since they took a s*** was when i was trying out some HID lights.
i wasnt sure were to connect the prongs on the HID to the headlight plug could that might of fried something?

i used a test light to see if there was power on my plug and there is both low and high
i tried stock lights, tried h4 bulbs and they dont turn
only way the will work if i ground the light directly to chassis
so that means theres power, but no ground?

Did you cut the ground wire at all? The FSM will have a diagram on the lights the ground are chassis mounted

That blue relay box behind the radio might have something to do with it.
