Question, what are mods most over looked by the avg or new driver, ones that would provide a great advantage. Example, Diffs/gear ratios, uncommon chassie bracing... Foam filling rails etc.. whats good whats not

I've been planing to buy some re-enforced and notched lower control arms with modified spindles, that change the steering ratio and decrease the turning radius.

the most common beginner problem is addressing the car and not the driver, seat time seat time seat time

also lots of beginners think their car handles well because they have coil overs and have no idea what kind of spring rates or compression and rebound damping their shocks have

the biggest improvements beyond driver are the tires, next woudl be the alignment, 1.5-3 degrees of negetive camber all around, 1/8" toe out up front and 1/8" toe in rear really get the car turning

Ditto but i would wait to get race rubber untill the very last. it hides alot of errors that come with new drivers. as for driving at first dont worry so much about hitting the cones. if your not hitting cones your not going fast enough

The nut behind the wheel is usually where the most time / speed is found.

Get some decent street tires, and try to get as many good drivers (The guys who always pax top 10 is a safe place to start) to ride with you, and or drive your car to show you what it can do with a proper driver (No offense should be taken, we all suck when we start). And hit as many schools as you can.

Also a lot of those mods will kick you out of SM iirc. I know that probably isn't a big deal, just thought I would mention it. If you plan on running a lot of SCCA events, it would be a good idea to familiarize yourself with the rule book. And remeber it is a white list, if it doesn't say you CAN do it, then you CAN'T.
