Rust!!!!

the basterd who had my car before drove it in winter so theres a bit of rust on the frame , what can i do bout this and how much would it cost to get fixed plz reply peace!

got the same problem. like lost said grind it out and use a por 15 rust treatment. screw that other stuff. it dosen't always change color
