rust removal/covering up the rust

ok so My understanding to stop rust is to cut the metal untill no rust is showing. All rust would have to be cutt out. then weld new metal into the whole you just made.
*recently I read online not off a forum that you can seal off the rust with a truck beding spray that you use to I.E. line a bed of a truck with. and essentially you seal off the rust so the rust cant get any worse. Now i know the rusty area will still be weak in these spots but I wanted to know will this stop the rust from continuing to grow. if you cut off oxygen to the rust.
*I wanted this to be a place where all 240 owners could go to and look up hot to's and dont's so we can have nice 240's rustless ones or stop the rust if its not bad like mine.
*Please everyone pitch in and help. I just started to research and I will do my share but if anyone has some expirence in this area it would really help

its been covered alot. depends on how bad the rust really is. i wouldnt suggest just covering rust spots with bed liner. i dont see that going well

fix the problem... dont just hide it

ok so I just found a beautiful product. rust bullet. in dehydrates the rust.. a rust inhibitor sounds great how this thing works it stops the rust from coming back even if you miss some when grinding or cutting. any one ever use this product. gurantees for 10 years rust free where applied

my buddy swears by it. and he has 2 of the cleanest 240's in u.s. so i'm sure its good. i just wire wheeled the rust then bedliner or underbody coat it.
