rust problem plz help

ok i have an 89 240 coupe and i have a lil rust in the tunk the only place in the car thank god but i was just gonna cut the spare tire space out and have a piece of galvanized aluminum welded in but come to find out my gas tank anchor is therir what can i do to either fix it or what im totally stumped any help would be great

Lot of zip ties! or you could run a fuel cell.
