Rust on bar that splash guard fastens to

I have an 02 QX4. There is some rust on the bar that the plastic splash guard connects to. The bar is right behind the front bumper. What is it called?

I'm pretty sure that's the radiator core support. If you're looking to get rid of the rust, you can probably just use a wire wheel and grind it off and repaint. Unless it's really bad, anyway
