Rust coming out of the internal water areas after Machine Shop work complete

After getting my block back from he machine shop after hot tank, boring, removing flashing, ect.

I'm starting to things together, I flip the engine over and I see some rust come out. I start poking in the water holes and flip it again. This is what I am seeing.

This can't be normal. Or is it?

Any help would be welcome as I do not have much experience with this.

I would really question if he actually hot tanked it.

In retrospec, completely normal for a higher mileage engine that was not taken car of. Looks like someone before you didn't do proper maintenance on the cooling system. A proper hot take would have taken care of the loose particles inside the galleys. Its also very possible the shop didn't replace the freeze plugs which can also cause a not so good tank job.
