Rust is almost always worse underneath the paint than on the surface. It may look like just a little blemish in the paint but it will most likely be worse underneath. Most of the time any visible rust where the paint would otherwise be fine means it has eaten all the way thru from behind. If it is just a chip in the paint though, you could clean it up a bit making sure to get all of the rust removed and put a little touch up there or something. The only way to make it perfect though is to get it professionally repaired. Especially around the wheel wells, just keeping the insides washed to get all that road salt and stuff off, (I am assuming they salt and sand the roads in "little old rhoad island") will really help prevent rust.

If you are driving either a 89 or 90 240, I'd recommend doing *something* about the chain. If I haven't gotten on the nerves of others here yet by saying it, the chain can eat through the front cover, and if it does that, there's a chance you could get coolant in the block, which will effectively kill your engine in a slow, painful manner. :-( I've probably let my feelings on this topic be more than well known in other posts, but that's because it happened to my car, and cost me over $3000 to fix (engine rebuilds aren't cheap). If you hear it rattling, fix it before it becomes a serious problem. It tends to be around $600-700 to do a new timing chain (with labor), but better that than having to do a new engine. :-)

The best to fix your rust would be to get some por-15 go to yahoo and type por-15 in. Por-15 will completely eliminate rust forever. All you have to do is sand your rust spots down a little put a little por-15 on then use touch up paint and the rust shouldnt come back if you do it right. It is important to stop the rust from where it is coming from, make sure if it is rusting from the back or the front and have it protected.

"Por-15 will completely eliminate rust forever."-Sorry it doesn't work like that. Can't believe everything you read on Por-15 articles. Might actually make it worse sealing in the rust under paint. The only solution is to completely remove ALL the rust and get everything back to solid metal and work from there. If it isn't fixed correctly it will come right back. I work at an autobody shop...
