The best way to get rid of rust is to sand blast or media blast the area and then prime and paint. For rust wholes you would blast the area and then weld in a patch. Fiberglass can also be used as a patch. The product you are lookig for is POR15. I have never used it but it has a good reputation. Rust is like cancer the best way to get rid of it is to remove it.

There's a product called "Naval Jelly" that you can get at Pep Boys. It's a pink-colored gel that you spray onto rust. Wait ten minutes, the rust turns black, and then you scrape away with a wire brush or coarse sandpaper. The rust comes right off. I used naval jelly when I was restoring my MGB, which had a decent amount of surface rust. Just make sure you wear gloves - naval jelly is very acidic and it'll kill your skin.

When I was restoring old VWs I tried that jelly but it was too messy because I would have to wash it off after it set and it was just annoying. I started using a rust converter from pep-boys that worked well. It would convert the rust to a hard black substance that was paintable and sandable. I cant remember the name but it was a white bottle with a blue lable. Dont get the spray can of rust converter, it doesnt work.
