Maintenance and tune is the only real solution.

What maintenance have you done already? whats the car doing? are there any codes? are your cats in good condition. there are so many things to check you gotta narrow down what you have done so that we can point out what you haven't.

That seems like the thing to try I'll have to pull that vacuum hose. Ok I have no cats on my car. My egr valve is deleted so the code for the egr is flashing. I change my oil regularly and I use 5w-20 oil. I recently changed the spark plugs and I advanced the timing just a hair. Is there anyway I can adjust the air to fuel ratio?

To adjust AFRs you need an AFC or a Nistune. But I doubt that you'll be able to pass without cats unless you "know someone"

It's weird though because I passed the year before.

Do they run the car on a dyno where you live? or just do a 2 stage idle test?

They have the sniffer that reads it at idle
