Running ritch i think

hay,

i got a rb25det series 2 on my r33 skyline.
having a few problems:
Cars running ritch plp tell me it shoots flames out the exhust and it goes though gas and you can smell it.
i have cheaked for boost leaks and nothing, got a fuel pressure regulater and its running 39psi.
also the RPM gauge is going mental probly not related.
changed the spark plugs to.
got bad turbo lag and its a standard turbo, when the car heated up its hard to hill start bogs out.
engine sounds healthy just doesnt seem to have the power.
could this be the ECU?

have you check o rings to make sure they are not leaking?? is you bov recirculated or open atmosphere?
