running rich......valve clearance way off!!

So I've got solid lifters tomei cams and all supporting mods and on my quest to solve my idle dipping to low on decel I decided to check my valve clearance. My car has been running rich during idle for a while but this is the first time since the build I've checked valve clearance. So the rec clearance for tomei solid lifters is. 14-.17mm. Mine are at .252mm! Will this cause a rich condition? Tps, cts, maf, timing, idle. O2 has all been checked and adjusted and is good. The only thing im not sure about is iacv ohms, im sitting at 9-10 ohms. Im not sure what affect valve clearance has on afr's. Also my motor was built about 15,000 miles ago and clearance was at. 17mm. Is that much wear and tear normal?
