Running Rich???

i've been having problems with running rich in my CA18 S13. Heres the thread to it. I know two threads are needed, but im hoping it'll extend my possible responses as i am just stumped on what it could be??

too much fuel pressure....

need nismo fuel pressure regulator..

no vac leaks, and i think timing is the last thing i can do. its also a little hard to start and has intermittent unstable idle.

hypothetically, if i've been running rich for awhile, fixed the problem, then cleaned the exhaust, would some soot still become present for awhile in the tailpipe or no?
