Running rich after TB cleaning

Hi, I've cleaned my throttle bodies on 94TT and now it is idling at 1K to 1.1K RPM. It is been like that for a while. Wonder if TPS needs adjusting or IACV or something else. Was told that the problem will correct itself but it does not seem to be the case here. Any advise? Thanks.

Check all your electrical connections, sounds like you may have knocked something off, also make sure that you reinstalled all the hoses properly. How do you know its running rich?

I did not disconnect any electrical or vacuum lines. Just took intake pipes out to clean TBs. Before cleaning it idled at 800 RPM, after cleaning idle went up to 1000 and does not come down.
Forgot to mention I did flip the butterflies inside TBs manually instead of pressing gas pedal.

You could've inadvertently bumped an electrical connection on your TPS for example, these cars are old and infamous for electrical contact corrosion issues. You could've also pulled a small vacuum line while wrestling the soft pipes out, these lines being old and brittle could've split or pulled clean off leaving a vacuum leak causing high idle. Otherwise try adjusting your AICV and TPS position. check the FSM for the procedure.

Will double check the vacuum lines. Main questions is should i adjust TPS first or AICV?

My guess would be one of the vacuum lines on the hardpipe is loose, or as in my case the bung the hose attaches to was cracked and hard to see except when looking for it. Replacement of the hardpipe fixed the idle creep issue I had, similar to what you ask about.
Next up would be corrosion issues as mentioned, I've had these problems come on after other service as correct voltage/actuation or a non-operating system coming back on acts like a continuation of your issue...and often is as systems will "back down" when issues occur. IACV connectors, injector connectors, CTS, and PTU harness are main culprits and the CAS connector can be an issue sometimes as well. I would check all connectors listed as well as the TPS check, and also check the butterflys where you propped them open for cleaning to see if one was perhaps moved slightly, as happened to me once. The butterfly MUST seal the opening correctly or airflow is changed, possibly your higher idle culprit as well.
So, have fun with this all and hopefully you find your issue!

An update: TPS moving did not lower RPM. Voltage measured at (04.5V). IACV screw lowered RPM to 850 after a few tries.

Did you unplug the IACV before changing the screw settings? If not, your changes will not keep and really, any IACV screw change that made a engine running change without the IACV unplugged hints at a vacuum leak somewhere.

If you have access to a smoke machine you could try smoking the lines to see if you have a vac leak somewhere, otherwise try the old starter fluid trick.
