running a vaccum block???

can anyone tell me if the plug above the throttle body on the intake manifold with an allen wrench design can be used for running a supply to a vaccum block for a ka24de engine??? and or those plugs on each runner??

that could be part of the coolant lines? i not too sure about de throttle body, but ill go check out my ka24e one
