Ill be driving along and as soon as I get to 1700 rpms my engine jumps up to 2000. It feels very similar to when your car goes into passing gear, but definitely is not what its doing. It appears to occur at about 45 mph. If I maintain the right speed, it will drop and raise between the two repeatedly, causing my car to lurch. Sounds like a transmission issue to me, but is this something that could be fixed by adjusting the bands or is this a more serious issue?

And what exactly does it mean if I turn off the overdrive and the issue goes away?

it means you were actually hunting gears as opposed to some kind or slippage or lockup problem.
