RPMs are sitting at 4000 in neutral?

When I'm coming off the interstate and dropping into neutral, my RPMs are jumping up to 4000 and staying there. Also, when I'm idling, the RPMs keep jumping from 1500 to 2000 over and over.

Any help would be great

Do you have a dual cam or a single cam?
