OK where do I route my oil return line if there is any other place other then welding a bung onto the oil pan?

You could use the timing cover if you wanted to drill and tap. The important thing to remember is that it must go down. If you try to get the oil return line to go up, the oil will overheat, and back up into the turbo, where it will likely blow a seal or damage bearings. It is usually just easiest to use the pan.
