Rough start issue and more

I just bought a I30 99 for my brother as a birthday gift. The car has 175k miles on it. For 1999, I30 is quite nice. But it's old and I run into a few issues here.
1/ The passenger side seat can no longer move back and forth
2/ Cold start issue: It takes a few tries in order to start but start-up was rough ( the whole car is shaking ), also the RPM keep moving up and down. After the engine is warm up, the issue is go away

I try to solve the it but no luck and here are what I did:
_ cleaning IACV
_ change fuel filter
_ change fuel injection
the owner told me that they already change the fuel pump but they use the old ones :ohno: with brand new spark plugs.
3/ This is what I found, it looks like there is a missing vacuum line

Welcome to NICO.

1. Pull the seat out of the car and inspect the seat track. See if there is anything stuck in the track, or if it just needs to be lubed up and worked back and forth.

2. Check the fuel pressure between the filter and the injector rail (see page EC-37 http://www.nicoclub.com/FSM/i30/1999/ec.pdf for instructions). The RPM issue is most likely being caused by the missing vacuum line.

3. If you can not determine where the line is supposed to go, cap the hard line off so it is not creating a vacuum leak. You'll probably have to remove the intake tubing to check all the vacuum lines.

Updated: the vaccum line is just optional for california version :(. The driver door shake really bad when i start the car. The previous owner told me that the problem appear after he changed new fuel injection, old fuel bump and oil flush. Anyone has other suggestion ?
