Rough idleing and lack of power under 3000

Hey guys have a 86 tbi 720..The thing runs poorly and sputters and stalls under 3000 in almost every gear. When I look into the throttle body it doesn't look like the fuel coming from the injector is even atomizing...more like dripping. I thought it might be the fuel pump but when I went to replace the fuel pump it was not an in tank one like they are supposed to be, it was an inline pump mounted on the frame rail. Went to napa and they couldn't order anything in like it, except for the caburated pump which looked identical but obviously did not supply sufficent psi. Does anybody know the part number or have any insight to the problem.
