Yes I am inclined to agree with you. (at least as far as my key fobs work). My Intelligent key works every time. I have never had to press a button more than once or move the fob around to get it to work. As long as my key fobs are within 2 1/2 feet (60-80cm) the doors lock/unlock and the ignition works every time. I have never received the No Key warning light.

My Rogue, on the road since Feb 09 has 2100 miles on it. While the problem you describe could very well be the main sensor / controller board ... in my opinion, I would think it would be the least likely to fail considering all the components in the Intelligent Key circuit (which includes the key fobs). Also, convincing the dealer to replace the main controller could be a lengthy battle. Before going that route I would suggest you eliminate as many variables as possible.
The most sensitive component in this entire Intelligent Key network is the key fob itself. It is a miniature transmitter and as such should never get wet or be dropped. My first suggestion was going to be that you should try replacing the key fob battery. However, since you said the other key fob responds in the very same way, like you said, it should be safe to eliminate the battery as the problem. Second... as mentioned earlier, the key fob is a miniature transmitter and as a result is sensitive. They should also be protected from extreme heat and can be sensitive to interference from things like magnets you may have on your key ring! For instance, something as innocent as placing your keys on top of the television every night when you walk in the door could effect the key fob circuit due to the electro magnetic fields produced by the TV. Anyway... be aware of these cautions as outlined in the owners manual.
