will this rim set up work on an s13? 17x8 +25 offset in front and 17x9 +35 offset in rear. Any help would be great.

yes.

try for a lower offset in back. like 17x9 +20

in the front get it down to +15

17x8 +20 17x9 +30

Would be a better fitment as far as fenders are concerned. That would allow you to run a correctly sized tire on the rim.
