revs limited in park and while not moving?

im assuming this is an engine protection feature but even when its fully up to temp i can put my foot to the floor in park or neutral sitting still and it wont rev past 5k. what gives? is that normal?

It is normal in my mind. And some cars have the Rev limit even lower when the engine is still cold.

When warmed up I thought it prevents unnecessary spinning of the transmission input parts if there's no output in the form of motion.

Most ECU controlled cars have a Neutral rev limiter which is set lower than the in-gear rev limiter. This is normal.

Additionally, I've read somewhere that the VVEL system in these vehicles do not like to be revved with no drivetrain load on the engine. I can't cite my source as I do not remember where I read it.

Makes sense, my older 2007 G35 with the VQHR motor very simmilar to this one didnt do it, but i guess thats because they didnt add the VVEL until later.
