Rev problem - Increases and then decreases after revving

When letting off the throttle after revving the engine the rpms come down for a second, but then increase 500-700 rpm for a few seconds before finally settling down to idle rpm (around 900-1000). I have checked for vacuum leaks in the vacuum lines by spraying carb cleaner all over the lines to see if it effects the mixture, but have not found a leak. Anyone else had this same problem? Is your BOV recirculated? If no, that is exactly what happens. Recirculate, tighten the BOV spring if possible or bump up the base idle if stalling. SAFC also has a setting to compensate, but it is a huge PITA to use and not worth it in my opinion.
