Rev problem - Increases and then decreases after revving

When letting off the throttle after revving the engine the rpms come down for a second, but then increase 500-700 rpm for a few seconds before finally settling down to idle rpm (around 900-1000). I have checked for vacuum leaks in the vacuum lines by spraying carb cleaner all over the lines to see if it effects the mixture, but have not found a leak. Anyone else had this same problem? What would be the next thing you would check? EGR? IAC? Here's a video: http://youtu.be/qZsDXuUbcPc

Is your BOV recirculated? If no, that is exactly what happens. Recirculate, tighten the BOV spring if possible or bump up the base idle if stalling. SAFC also has a setting to compensate, but it is a huge PITA to use and not worth it in my opinion.
