rev limit hitting early

pretty much what the title says. i have a brand new motor i just built and put in. been driving the car for a little while now but not beating on it.... until yesterday. i couldnt take it anymore. i took it all the way to red line and grabbed 2nd and got a lil tire chirp which was reassuring. but pretty much today went out to mess around and the rev limiter is kicking in way early. its fuel cutting at around 5000 rpm. this is a first time for me, dont know where to even start. maybe reset the ecm?
