Rev and Speed Limiter

Trying to remove the rev (5,000 RPM in 5th gear) and speed limiter on my S13 (5-speed). I was told that I need to cut/remove PIN # 32 (yellow with green stripe) on the ECU. What I wanted to know was that does it remove the rev limiter or the speed limiter or both?

that is speed limiter not rev limiter
