For 1996+ ECU it is mostly an urban legend.
The 90-93 ecu has little addressable memory and really resets every time you crank the vehicle.
The one expection is the adaptive fuel trim which can trim each bank of injectors +- 20%, this can reset in about 3-5 minutes of running once the coolant is warmed up.
The Consult has a special screen to reset adaptive learn after a repair [say changing O2 or injectors, so the tech can see an immediate change [or not].
The injectors are preprogrammed according to a table that was permanently set based on dyno runs to get as close to 14.7 AF as possible based on rpm vs TPS vs MAF.
Using ethanolized fuel will fool O2 and thus ecu into enrichening the injector open pulse by ~~3% further reducing MPG by 3% vs conventional gasoline.............extra oxygen needs extra fuel to make equation balance.
Fresh sensitive O2 and clean balanced injectors [plus clean proper EGR] are all one can do to optimize MPG at a constant rpm/speed.
In theory one could reprogram software to make engine run leaner at cruise however it would fail emission testing.
The lowest stable idle rpm can improve gallons per hour of use. Don't have a higher than necessary idle rpm!
