it depends on what your title says. if your title already states that there is an odometer discrepancy then no its not, also if you change the engine you need to have your title amended to state that there is an odometer discrepancy therefore making it legal. alternatively in some states when you title a vehicle that has in excess of 100k your title will read "in excess of mechanical limits" which also makes you exempt from odometer recording. however, if you change your odometer in any way and attempt to sell the vehicle without notifying the buyer that is most definitely a violation of federal law and will land your a** in jail. all that being said i would like to say i am not a lawer or a law professional, i am in now way trained in law, i take no responsibility for anything you do with this information, i am speaking from personal experience only. it may also be a good idea to check your local and state laws on the subject as thay typically vary state to state.
