Replacing Hand brake wiring

So i bought a 240 and finally got it running but inorder for it to be legal i need to fix a portion of the hand brake assembly

When i say that i mean the passenger side that pulls on the rear caliper is actually ripped and the driver side is locked, to what extent i don't know because i was busy trying to get the car started.

Tomorrow i will be replacing my front brake pads and when im done those i plan on looking at the rear calipers more closely and i can give whom ever reads this a better idea

pretty much what im asking is from the information I've given you guys so far, do you think i that it will be a hard task to do? or will i just need to buy some new wiring (if the current ones aren't long enough to be readjusted/salvaged)

also another concern of mine is since the rear caliper (driver side) has been locked all this time do you think its shot and needs to be replaced?
