Replacing cruise control vacuum hose

Hey guys,
So my cruise control appears to work perfectly (lights, etc) except it never actually applies any drive. I've narrowed it down to the vacuum hose between the vacuum pump and the actuator in the engine bay, it appears to have snapped away from the actuator at some point.

The full service manual mentions that it's possible to "repair or replace" this hose...but it's not. It hooks in to the actuator, which cannot be dismantled or taken apart at all.

Has anyone done this? Do I need to get a new actuator?
