Replacing City Lights on 2011 Sedan

The lights I'm trying to replace are the upper most lights on each headlights, they are currently amber from the factory. I would like to swap them out for something that will more closely match the stock HID. Has anyone gone through the process of replacing these? What is the best way to get to them, through the wheel wells?
