I removed the broken left emergency brake cable and would like to put the rotor back on the lug bolts without a new cable hooked up yet. When the cable gets here can I just push it in the hole and will it clip itself to the actuator or do I have to dissassemble the actuator and install then replace the rotor?

Hi Blk, welcome to NICO Club!

I think you can bolt up your stuff fine and go without an e-brake. When you do get your cable, I suspect you'll have to pull the caliper off of the knuckle to install the cable through the lever. So, yeah, you'll be taking it all apart again.
