I need to replace the horn on a 2009 Nissan Sentra. To access the horn my garage will have to remove the bumper cover. Would it be possible to just mount the new horn in another location and tap into the horn circuit with removing the old one?

Sure...........and if the horn simply quit it may even be easily rebuildable, I've done several.
