Using car year round, Bridgestone Potenza not very good in cold weather & useless with any snowfall. Thinking of purchasing Toyo Proxes 4 all season performance tires. Any suggestions?

Welcome to NICO!

It depends on the Potenzas, Bridgestone uses "Potenza" to describe a wide range of different tires.

I run Bridgestone Potenza RE960AS Pole Postitions (Bridgestone needs to use shorter name structures!) in the winter and have been pretty satisfied. They're the closest thing I've ever encountered to an all-out snow tire in an all season.

I drive through the Blue Ridge Mountains on my work commute and see a fair amount of snow fall in the winter months, but living in New Jersey you may want to consider running snow tires in the winter depending on the how much snow you get.
