Correct you do have to remove the airbag prior to removing the two switch panels. There are single screws holding the switch panels to the air bag module. Keep in mind that working on the air bag is dangerous so follow these steps to keep everything safe:
- disconnect your negative battery terminal for at least 5 minutes before starting and apply the brakes to remove any residual capacitor storage.
- When reconnecting the bag make sure you or your body are not directly in front of the air bag just in case.
- Air bags are very expensive to replace so once you remove it place it somewhere safe and on a soft surface to keep it from getting punctured.
- When connecting the air bag make sure the connections are in completely. Connect the battery and turn the car to the ON position without starting it but make sure you are doing this from the passenger seat in case of accidental deployment due to SRS error.
My service manual also states to replace the removed Torx screws with new ones but you know what, I've performed many services with air bag related mounts and re-using the screws once is not an issue just make sure it's torqued down to spec 9.3 N-m (0.95 kg-m, 82 in-lb).
